House allows certified repair technicians to re-certify pumps and scales in weights-and-measures change

The Utah House approved a first substitute to House Bill 83 on weights and measures, altering language so the Department of Agriculture may (rather than must) provide inspectors and enabling certified repair technicians to recertify pumps and scanners after performing repairs. Sponsor David Youer told the chamber the change lets one qualified technician fix and certify a device in a single visit, easing logistics when specialized repair is required.
Representative Ferry voiced support and described a case in his district where only a single technician could both repair and re-certify a damaged scale. "In that situation, we were able to accomplish the certification all at once, and this is a good bill," Ferry said on the floor.
After brief discussion the House voted to pass the first substitute by a recorded vote of 69 yes, 0 no, and the bill was referred to the Senate for further consideration.
