House moves control of controlled‑substance database to Board of Pharmacy and approves related changes

On Feb. 15 the Utah House approved amendments to the Controlled Substance Act that shift governance and permit limited public‑health access to the state database.
Representative Lockhart, moving to uncircle Senate Bill 50, said the measure "eliminates the controlled substance database committee, and it transfers its responsibility to the Board of Pharmacy." He told members the pharmacy board has the relevant expertise and that the change reflects that the database records are pharmacy records.
Lockhart also said the bill allows the Department of Health limited access to the database for epidemiological research and authorizes rules enabling use of electronic or digital signatures for certain scheduled II drugs.
The House voted to pass the measure, announced at 70 yes votes, 0 no votes.
