SALT LAKE CITY — The Utah House moved a large slate of business on Feb. 2, adopting committee reports, advancing bills to further reading and passing several third-reading measures.
Committee reports from Public Utilities & Technology, Business & Labor, Education, and Health & Human Services were adopted and multiple bills were placed on second and third reading calendars. The House substituted and passed the first substitute for HB 67 (abandoned vehicles amendments) to correct code citations; the substituted bill passed 67–3 and was sent to the Senate.
Representative Moss’s HB 59 (domestic violence enhancement) was presented as a clarifying measure that does not increase penalties; the House passed HB 59 unanimously (73–0). Representative Hunsaker’s HB 64 (criminal background checks for personal care attendants) was amended for coordination with related bills and passed 67–0. Representative Fisher’s HB 71 (licensing of estheticians and nail technicians) was amended on the floor to moderate training hours and passed as amended, 55–13. The Rules Committee reported numerous bills for assignment and recommended a first substitute for HB 197 (individual income tax amendments) to be sent to the Revenue & Taxation Committee. The House lifted HJR 21 (resolution honoring Jay Pusey) from Rules and scheduled it for a time-certain reading Monday at 11:00 a.m. The House concluded business and adjourned until Monday at 10:00 a.m.
