Utah House rejects bill letting districts substitute other courses for TLC; 26–45
Summary
After a two-hour floor debate, the Utah House voted 26–45 to defeat House Bill 189, which would have allowed local school boards, charter schools or parents to substitute a unit of language arts, math, science, social studies or computer technology "in lieu of" the Technology, Life and Careers (TLC) course for seventh- and eighth-graders.
House Bill 189, sponsored by Representative Farrin, failed on the House floor after extended debate over local control, curriculum content and budgetary pressures.
In introducing the bill, Farrin said lines 55–61 "empower the local school board or charter school to make a choice whether their students are better served by a TLC program or better served by offering an additional unit of these specific courses." He described the proposal as one of "choice" and "flexibility" that would let parents and districts replace the TLC course with an additional unit in language arts, mathematics, science, social studies or computer technology…
