The House considered Senate Bill 1,001, a measure that would permit certain interlocal entities—such as fire districts—to use a public vote on a tax-rate increase to satisfy Truth-in-Taxation public-notice and hearing requirements.
Representative Lockhart explained the measure and a senate amendment that allows the vote of the people to satisfy Truth-in-Taxation until 2010 and includes a provision ensuring the taxing entity uses the funds for fire protection and EMS rather than supplanting general fund allocations. "If that fire district would like to increase the tax rate and they send that tax rate to a vote of the people, that vote of the people will satisfy the requirements of truth and taxation," Lockhart said.
After brief discussion and explanation of the senate amendment, the House voted 72–0 to pass the bill and referred it to the Senate for signature by the president.
