House authorizes conference committees after Senate refuses to concur on several measures
Summary
Following Senate refusals to concur on amendments to multiple measures, the Utah House voted to refuse receipt of certain amendments, authorized the Speaker to appoint conference committees, and named members to negotiate with Senate conferees.
During the June 22, 2005 floor session, the Utah House of Representatives responded to multiple Senate messages declining to concur with House amendments by authorizing conference committees and appointing members to meet with Senate conferees.
Representative Hutchings moved that the House "refuse to receive" the Senate’s amendments on Senate Bill 1003 (property tax/county service areas) and authorize the Speaker to appoint a conference committee to reconcile differences. Representative Lawrence asked whether the change being disputed was a minor numeric edit ("from 0.0023 to 0.0021"); Hutchings replied the refusal was because he did not expect House members to vote to pass the Senate version. After discussion and several members speaking in support, the motion to refuse and request a conference committee was approved by voice vote.
Later in the session the clerk reported the Senate refused to receive House amendments to Second Substitute House Bill 1009 (executive compensation). Representative Alexander moved to authorize the Speaker to appoint a conference committee; the motion passed and the Speaker designated Representatives Alexander, Shurtleff and Hughes to serve as House conferees.
Those actions are procedural steps requiring the two chambers to exchange conferees and negotiate language before a final agreement can be sent to the governor. The House recessed for 15 minutes while awaiting conference committee work.
