Utah House adopts Rules Committee report, moves multiple Senate bills to third-reading calendar and recesses until 7 p.m.

The Utah House of Representatives on the floor adopted the Rules Committee's recommendations to replace several first-substitute Senate bills with second substitutes and to place them on the third-reading calendar, then recessed for its evening break until 7:00 p.m.

Rebecca Lockhart, chair of the House Rules Committee, formally presented the committee's written recommendations, including replacing first substitute Senate Bill 242 (tax revisions) with a second substitute and, under suspension of the rules, having it considered read for the second time and placed on the third-reading calendar. "I move adoption of the committee report," Lockhart said; the motion passed by voice vote.

The committee also recommended replacing first substitute Senate Bill 72 (homeschool and dual enrollment amendments) with a second substitute and placing it on the third-reading calendar with the committee's adopted amendments. Lockhart moved the recommendation; the House adopted the report by voice vote.

Members also moved to "circle" several bills, giving them priority placement on the third-reading calendar. Representative Alexander moved, "I move that we circle second substitute Senate Bill 242," and the motion carried. Representative Morley successfully moved to circle second substitute Senate Bill 72. Representative Clark moved to circle first substitute Senate Bill 75 (USTAR initiative); that motion also passed.

In addition to SB 242 and SB 72, the Rules Committee read a list of bills recommended for consideration under suspension of the rules: first substitute Senate Bill 75 (USTAR initiative); first substitute Senate Bill 88 (disclosure of driver license records); Senate Bill 89 (sales and use tax attachment of tangible personal property to real property); first substitute Senate Bill 35 (local option sales and use tax distribution amendments); Senate Bill 173 (licensure of programs and facilities; criminal background check amendments); Senate Bill 229 (civil service amendments); first substitute Senate Bill 176 (Consumer Protection Act changes); Senate Bill 256 (transit security amendments); Senate Bill 213 (clarification to bridal ad litem); and second substitute Senate Bill 113 (government immunity limits). The committee report was adopted and those bills were placed on the Senate third-reading calendar immediately below circled bills.

Later in the session leadership announced an evening recess for dinner. Representative Alexander moved that the House recess and join the Senate in recess, specifying, "I move we recess until 07:00." The motion passed by voice vote and the House recessed until 7:00 p.m.
