House advances several bills: HB 33 (insurance investments) and HB 20 (driver‑training) pass unanimously

Representative Christiansen asked whether the change would affect public financial disclosure for insurers; the sponsor and the department representative said legal title will remain with the insurer and the assets will appear under the insurer’s records. House Bill 20, also presented by Representative Dunnigan, addresses businesses that train or test people for a regular operator’s (non‑commercial) driver’s license. The bill clarifies that it does not affect commercial driver’s licenses, establishes a testing‑only school category, requires operator‑license holders to be responsible managers for such schools, and changes license renewal so operator and instructor licenses are valid for 12 months from issuance rather than expiring at calendar‑year end. Members asked about whether the 40 existing schools support the change; the sponsor said the statute largely codifies current rule practice and was not intended to put schools out of business. HB 20 passed 71–0 and was referred to the Senate.
Other procedural actions: House Bill 43 (Sunset Review and Reauthorizations) was circled for later consideration; House Bill 110 and House Bill 271 were read for the first time and referred to the rules committee. The House adjourned until 10 a.m. the following day.
