SALT LAKE CITY — The Utah House adopted a recodification of joint rules designed to renumber joint rules and clarify procedures such as vice‑chair voting on executive appropriations and the process for veto override sessions.
Representative Lockhart, who explained the changes, told members the recodification returns much of the same language with renumbering and several clarifications. Notably, the new rule permits the vice chair of the Executive Appropriations Committee to cast a vote when a majority‑party member is absent, preventing an unintended loss of majority representation. The recodification also clarifies that in a veto‑override reconvening every item that was vetoed will be up for reconsideration and may be placed on the calendar.
An amendment from Representative Litback requiring at least one appropriations subcommittee meeting during the interim passed on the floor, and House Joint Resolution 9 was approved by the House 67–0. The rule changes are intended to ensure consistent procedural practices and preserve the right of the people's representatives to reconsider vetoed matters.
