House advances dozens of measures; votes include HB18 and House rules resolution

SALT LAKE CITY — Lawmakers in the Utah House cleared a broad slate of procedural business and votes on Jan. 18, adopting standing committee reports and moving a number of bills through first and second readings.
Committee reports from Public Utilities and Technology, Business and Labor, Education, Health and Human Services, Judiciary, Law Enforcement and Criminal Justice, Natural Resources, and Transportation were adopted and many bills were read for the second time or placed on the third‑reading calendar. The reading clerk listed several bills that will be referred to the rules committee for first reading, including Senate bills transmitted from the Senate for consideration.
Notable floor votes included:
- House Bill 18 (unemployment compensation, Social Security offset): sponsor Representative Cox said the bill extends a sunset date from Feb. 2007 to Feb. 2011; the House passed the bill 63–7 and it will be referred to the Senate. "It basically is just a reauthorization of sunset bill," Cox said.
- House Bill 71 (economic development sunset modifications): passed 71–0 after sponsor Representative Wallace described moving and clarifying sunset provisions and removing a sunset from the Venture Capital Enhancement Act.
- House Resolution 1 (committee processing of bills): Representative Lockhart said the resolution removes outdated references to "printing" bills and clarifies rules around fiscal notes; the resolution passed 71–0.
The House also circled and substituted language for House Bill 44 (local government amendments) and lifted Senate Bill 1 (state agency and higher education based budget appropriations) from rules to place it on the Senate third‑reading calendar for consideration the next day.
Speaker announcements closed the day's business with instructions to members and a note that further rules committee reports were expected before adjournment.
