House floor roundup: committee reports adopted and multiple bills advanced to the Senate

On Feb. 10 the Utah House adopted multiple committee reports, assigned bills to standing committees, and advanced several measures to the Senate including House Bill 110 (airport security) and House Resolution 2 (rules changes).
SALT LAKE CITY — The Utah House wrapped a busy afternoon on Feb. 10 by adopting standing committee reports, assigning numerous bills to committees and advancing several measures to the Senate.
The House adopted reports from Government Operations, Political Subdivisions, Revenue and Taxation, Education, Health and Human Services, Public Utilities and other standing committees and placed many bills on the second- and third-reading calendars or the consent calendar.
Key floor actions and recorded votes included:
- House Resolution 2 (rules/conflict of interest amendments): Amendment 1 (dated Feb. 6, 2006) was adopted to require disclosure not only annually but when a legislator changes employment. The resolution passed the House, 68–0, and will be signed and enrolled.
- House Bill 110 (airport security amendments): Sponsor Representative Hughes said the bill authorizes airport authorities to conduct criminal background checks for ground-transport personnel with access to a restricted curbside area; the measure passed on the floor, 66–0, and will be sent to the Senate.
- Committee-generated items: The Rules Committee, chaired by Rebecca Lockhart, recommended assignment of dozens of bills (including minimum wage revisions, consumer sales practices amendments, and a Medicaid task-force bill) to appropriate standing committees for future hearings.
Floor-management motions were also approved to limit debate beginning Monday (5 minutes for introductions, 3 minutes for other speakers) to help the House move through an increased number of bills next week. The House adjourned and will reconvene at 10 a.m. Monday.
