House advances veterans bond, HIPAA fix, library and other bills; several measures sent to Senate
Summary
On Feb. 9, 2006, the Utah House passed a string of bills—including a Veterans Nursing Home bond-extension, a HIPAA-related records-access change, surplus-property updates and library development grants—and referred them to the Senate.
The Utah House on Feb. 9 advanced several bills to the Senate, approving a veterans nursing-home bond-extension and a package of technical and policy measures.
Representative Anne Hardy told colleagues that the Veterans Nursing Home authorization in Ogden remains contingent on federal funds and that the bill "only extends the date to 12/31/2008." The House voted 67–0 to pass the measure and send it to the Senate for further consideration.
On health-records access, Representative White summarized Senate Bill 141 as a narrowly tailored change to allow providers to consider "the deceased person's spouse or adult child in the same way that they would consider a personal representative," enabling families to obtain records before probate is complete; that bill passed on the floor and was referred to the Senate (vote recorded 67–0 on the House floor).
Other consent- and technical-calendar items that passed included Senate Bill 132 (surplus-property amendments updating procedures for handheld devices) and House Bill 251 (restoring development grants for public libraries). House Bill 251 sponsor Representative Michael Noel said the grants have been used for collections, databases, equipment and ADA improvements and asked for one-time funds to restore per-capita support; the bill passed by voice vote and went to the Senate.
Several additional measures were approved or advanced on the floor, including House Bill 291 (State Tax Commission bonding and licensing amendments) and House Resolution 3 (a nonbinding resolution urging permanent repeal of the federal inheritance tax).
