SALT LAKE CITY — The Utah House on Feb. 10 passed first substitute House Bill 68, a measure to partially reimburse school districts for fees waived for low-income students, after a lengthy floor debate about cost, equity and local control.
Representative Shortliffe, the bill’s sponsor, told colleagues the proposal aims to reduce inequities in schools where large shares of students qualify for fee waivers.
