House adopts student-club changes, removing organizing deadline and easing advisor assignment

The House adopted Seventh Substitute House Bill 236 on Feb. 23, replacing earlier language with a conference committee compromise that alters student-club organization rules.
Representative Wyatt and others summarized the compromise: the October 15 deadline to organize a club was removed so clubs can be formed year-round, approximately half of prior organizing requirements were eliminated to simplify the process, and the requirement that principals automatically assign advisors was removed — instead the school must approve advisors but not compel a specific assignment. Representative Wyatt called the measure a ‘‘good compromise’’ and urged support.
Representative Brown and others said the conference committee process produced a workable compromise, while Representative McKiff and other supporters urged passage. The House recorded final passage of Seventh Substitute House Bill 236 with 48 yes, 23 no and 4 absent; it will return to the Senate for the president’s signature.
