House adopts several floor actions including SB 98, SB 50 conference report and procedural calendar moves

On Feb. 28 the Utah House cleared multiple items on the calendar: it passed second substitute SB 98 (Governmental Immunity for Trails) and adopted a conference committee report on SB 50 (Drug Offenders Reform Act); the House also circled SB 1, lifted several bills to the top of the calendar, and recessed for about 15 minutes.
The Utah House handled several procedural and substantive items on Feb. 28, moving a number of Senate measures and conference reports forward.
Early on the floor the clerk announced the second substitute to Senate Bill 98 (Governmental Immunity for Trails) had received 57 yes votes, 9 no votes and 9 absentees and would be returned to the Senate for further consideration. Later the House received and adopted the joint conference committee report on Senate Bill 50 (Drug Offenders Reform Act); Representative Lockhart said the first substitute contained funding changes needed to finish the budget, and the House subsequently approved the first substitute by a roll call of 72 yes, 0 no.
Under suspension of the rules the House lifted Senate Bill 1 (current fiscal-year supplemental appropriations) and set it on the Senate third-reading calendar, and Representative Clark successfully moved to lift six other Senate bills to the top of the calendar for upcoming floor consideration. The House voted to recess for approximately 15 minutes later in the afternoon.
