House rejects substitute for judicial-selection task force bill after floor concern

Representative Oda moved to substitute the title and body of Senate Bill 221 and replace it with a first substitute that would authorize a task force to review judicial selection procedures and retention elections and to recommend changes to the Judicial Council and Legislature. Oda said the substitute "cleans it up" after several amendments and asked for support.
Representative McGee said he regretted the bill did not receive committee consideration and opposed creating another task force, saying he was not aware of problems warranting this review. Other members debated consideration under suspension of the rules.
The motion to read the substitute under suspension of the rules and consider final passage was called and put to a vote. The clerk announced the substitute received 35 yes votes and 39 no votes; the substitute failed to pass and will be filed.
No substitute was enacted and the bill will not proceed in the form proposed on the floor.
