Council sets aside $250,000 in budget adjustment for potential East Side managed camp

"We do anticipate about 780,000 of excess general fund at the end of this fiscal year, and council had shown interest in putting aside about $250,000 for the setup of East Side Managed Camp," Jason F said, clarifying that the appropriation would be for construction only, not for operational costs. He said a memorandum of understanding with county staff would set the project terms and clarify any county financial contribution.
Councilors asked whether adopting the budget adjustment today was a final commitment of the money; staff clarified that this action allocates the funding in the budget so the city is prepared if the project moves forward but does not, by itself, finalize operational commitments.
The council adopted Resolution 2024-431 adjusting the FY 2024-25 budget as presented.
Next steps: staff will prepare the memorandum of understanding with Deschutes County outlining scope and county contribution, and will return with further details on project costs and operational responsibilities if the project proceeds.
