House passes House Bill 3 after multiple floor amendments, then reconsiders to restore original language

Bigelow offered Amendment No. 4 to delete duplicated appropriation language and to replace a bracketed $1,350,000 figure on line 1008 with $250,000, saying the change removed a duplication and reflected an item already handled in prior legislation. The chamber approved that amendment by voice vote. Later floor amendments redirected funding from an overfunded history glass-plate shelving request into the Pioneer online library program, and Representative Brown successfully moved a one-time $30,000 appropriation to support the Desert Star Playhouse through Division of Arts and Museums grants.
Representative Allen moved an amendment to restore funding for KUED transmitter towers needed for the federally mandated digital TV transition, citing specific relay sites including Frisco Peak and rural transmitters to serve Heber, Marysvale and parts of southwest Utah. Supporters said the funding would help KUED meet a federal deadline and maintain PBS service across sparsely populated areas.
After debate and amendment votes, the House opened final passage on House Bill 3 under suspension of the rules. The tally reported to the body was 64 yes votes and 6 no votes, and the bill was referred to the Senate.
Shortly after passage, Representative Bigelow moved to reconsider the chamber's action, saying a prior verbal amendment had unintentionally removed language he meant to retain. Under suspension of the rules the House reconsidered, and Bigelow moved to reinsert line 1006 and restore the bracketed $1,350,000 on line 1008 to the bill's original language. That motion passed on a voice vote, and the clerk again reported House Bill 3 as having received 64 yes votes and 6 no votes; the bill remained referred to the Senate.
