Council approves up-to-$863,000 change order for Reservoir Drive; design amendment added

The Redmond City Council approved a change order to the Taylor Northwest construction contract to cover unanticipated items and enhancements on the Reservoir Drive/Wikiup Avenue project and also approved a design amendment to Hickman Williams and Associates.
Public Works Director Jessica McClanahan told council that phase 1 uncovered several unanticipated items requiring a survey adjustment, stormwater enhancements, an extended water line, added retaining walls and handrails, and a turn lane at Helmholtz — items that increase construction scope and value to city standards. She reported the survey adjustment accounted for about $233,000 and characterized the $863,000 change order as a not-to-exceed amount to authorize staff to execute necessary field changes and preparatory work for phase 2, including potholing and utility tie-ins. "The original contract was $5,639,999 ... tonight the change order before you is for the $863,000 that is a not to exceed amount that authorizes staff to execute those changes up to that amount," she said.
McClanahan said the additions and contingencies, along with a small portion of field-directed changes (about $32,000), bring the project to a total cost reported as $6,567,300 and remain within the fiscal-year budgeted amount of $6,600,000. She also presented a design contract amendment of $35,000 to Hickman Williams to finalize design documents, bringing that design contract to just under $125,000 when complete.
Councilor John Nielsen moved to approve change order number 3 to contract 2023-91 with Taylor Northwest LLC for up to $863,000 and authorize the city manager to sign; the motion was seconded and approved by voice vote. A later motion approved Amendment Number 8 to contract 2020-229 with Hickman Williams and Associates, Inc., in the amount of $35,000 and authorized the city manager to sign; that motion also passed by voice vote.
Councilors asked about the root cause of the unexpected survey issues — one councilor said two conflicting historical surveys (one roughly 100 years old and one roughly 50 years old) were found — and pressed staff on new processes to avoid similar surprises. McClanahan said the conflicting records are rare, that staff will strengthen quality checks and will look to anticipate similar issues on future projects.
Next steps: staff are authorized to execute the change order up to the not-to-exceed amount, complete potholing and utility bypass work, and proceed with design refinement ahead of phase 2 construction planned for spring 2025.
