Utah House clears a slate of concurrence items and third-reading bills
Summary
The Utah House quickly concurred with Senate amendments on multiple bills across transportation, agriculture, licensing and water resources, approved several third readings, recognized visiting PTAs and FFA members, and recessed briefly.
During an afternoon floor session the Utah House moved through the concurrence calendar and several third-reading items, approving a string of bills with largely technical or limited debate.
On the concurrence calendar the House agreed to Senate amendments on several measures: House Bill 30 (vehicle concealing illegal items) — the Senate edits broadened 'motor vehicle' to 'vehicle' and added semitrailers (House concurred; HB30 recorded 61 yes votes); House Bill 42 (water-right application for an electrical cooperative) — legislative research added coordinating language (House concurred; HB42 recorded 65 yes votes); first substitute House Bill 62 (clean fuel special group license plate) — technical edits (66 yes); first substitute HB272 (false impersonation and representation) — adjustments including intent language and adding National Guard protections (64 yes); House Bill 275 (vehicle towing requirements) — clarification of signage options (66 yes); and second substitute HB125 (Department of Agriculture and Food amendments) — Senate reinserted a bookkeeping paragraph related to the Grazing Improvement Act and directed advisory boards to elect treasurers (65 yes). The House refused to concur on Senate amendments to second substitute HB47 and will communicate that refusal to the Senate.
On third reading and other items the House approved second substitute Senate Bill 15 as substituted (DUI amendments; discussed separately), Senate Bill 148 (front license plate enforcement changed to a secondary offense; recorded as passed), and House Bill 98 (Licensing and Security Services establishing a new armored-car driver/classification; 66 yes votes, 2 no votes). Representative Anderson presented Senate Bill 170 (Board of Water Resources amendments), a cleanup bill adding financing tools, which also passed (59 yes votes by the record).
The House also recognized visiting delegations: about 250 members of Utah's PTA and state Future Farmers of America leadership. Representative Clark later moved for a roughly five-minute recess, which was approved.
Votes recorded on the floor were read aloud and transmitted or returned to the Senate as appropriate per usual legislative process.
