On Feb. 5 the Utah House adopted a series of standing committee reports and the Rules Committee report, resulting in the placement or reassignment of numerous bills and measures.
Committee chairs reported favorable recommendations on dozens of items: the Government Operations Committee recommended HB 231 (local voter pamphlet amendments), HB 292 (radio communications task force) and HR 2; the Political Subdivisions Committee recommended HB 153 and HB 177 (land‑use rules for potential geologic hazard areas) and HB 261 for the consent calendar; the Revenue and Taxation Committee recommended a substitute for HB 58 (severance tax amendments) and HB 69 with amendments; the Workforce Services and Community and Economic Development Committee recommended HB 335 (mobile home park amendments) and SB 60 (repealing certain Labor Commission responsibilities) for the consent calendar. The Rules Committee then recommended committee assignments for a broad list of bills and resolutions.
Each committee report was moved, adopted by voice vote on the House floor and the clerk recorded the calendar placements (consent calendar, third reading, or assignment to specified standing committees). The Rules Committee also recommended substituting and assigning House Bill 351 (individual income tax/health insurance) to Revenue & Taxation as a first substitute.
The actions expedite committee consideration and place many measures on the House consent or third‑reading calendars; individual bill text, amendments and fiscal notes will be addressed in subsequent committee reviews and floor actions.
