Salt Lake City — Lawmakers amended and passed House Bill 132 to adjust reimbursements from Utah’s Waste Tire Recycling Fund after the Department of Environmental Quality reported the fund was running low despite successful recycling efforts.
Representative Hendrickson explained the amendment removed a provision allowing the agency to collect interest on restricted accounts (a change requested after reviewing the fiscal note) and adjusted reimbursement amounts to keep the fund solvent. Hendrickson said the program has been successful — the state recycled more than 42,000 tons last year — but that the fee structure and larger tires had reduced revenue relative to reimbursements.
Floor debate focused on technical clarifications and the fiscal note. A floor amendment was adopted and the amended bill passed by recorded vote 63–0. The bill will be referred to the Senate for further consideration.
Supporters said the change helps sustain the recycling program and avoids re‑creating tire piles that existed in the 1990s; no opposition recorded on the floor.
