Council hears HUD CAPER summary and adopts $1.1M fiscal-year budget adjustments

City staff presented the Consolidated Annual Performance and Evaluation Report (CAPER) for the 2023 Community Development Block Grant (CDBG) program year and then requested council approval for budget adjustments for fiscal-year 2024–25.
Linda Klein, housing program analyst, said HUD allocated approximately $236,000 for Redmond’s 2023 program year (plus carryover) and reviewed accomplishments: two public-service awards (Shepherd’s House and Thrive) that together helped nearly 700 people during the year, completion of playground equipment at Becky Johnson Center, ADA upgrades and the selection of Rooted Homes for Cinder Hollow affordable housing work. Klein noted the public comment period for the CAPER remains open through the end of next Wednesday; there were no public comments during the hearing and no council action was required.
Following the CAPER, Jason F, the city’s chief financial officer, presented a request to adopt roughly $1.1 million in budget adjustments for timing shifts (moving previously approved street-preservation funds into the current year), expanding the school resource officer program from part time to full time (with the school district contributing about 60% of the added cost), advancing consulting and legal costs tied to Northpointe mixed-income infrastructure, and establishing a funded HR director position. Council moved and approved Resolution 2024‑24 by voice vote.
