Senate Bill 2003 (Higher Education Budget Authority) received an amendment from Representative Holdaway intended to protect certain line items at individual institutions and to limit cuts to about 4% for those line items. The amendment passed on voice vote, and the bill passed the House 71-0 as amended.
Procedural motions included a floor motion that moved House calendar items to the Senate calendar under suspension of the rules; that motion passed and the House proceeded to consider the Senate third‑reading calendar. Later, while awaiting Senate action on Senate Bill 2001 (current fiscal year adjustments), the House adopted a motion to temporarily recess ('saunter') and send an envoy to the Senate.
A gubernatorial communication read on the floor notified presiding officers that Governor John Huntsman Jr. had signed House Bill 2002 (amendment to legislative salaries) on 09/26/2008 and forwarded it to the Lieutenant Governor for filing.
Recorded vote tallies from the House on this day included: SB 2004 (65-0), SB 2002 (69-0, amended), SB 2003 (71-0). Several amendments were adopted on the floor by sponsors prior to passage. The House concluded active business while awaiting the Senate and recessed temporarily.
