Utah House adopts rules, suspends notification and advances three bills to third reading

Salt Lake City — The Utah House of Representatives organized for the governor’s special session, adopted procedural rules and moved to accelerate consideration of several introduced bills.
After the proclamation was read and the House confirmed a quorum, members voted by voice to adopt the same House, interim and joint rules used in the 2009 general session. The House also approved a motion to suspend the 24-hour prior-notification rule, allowing calendars to be considered quickly during the special session, and voted to continue the practice of reading only short titles of bills and resolutions unless a majority requests the long title.
Procedural committees: the Speaker was authorized to appoint a committee, to act with a like committee from the Senate, to wait upon the Lieutenant Governor and receive any communication from the Governor’s Office; the Speaker named Representatives Wayne Harper, Brad Duh and Christine Watkins among those to act on the visit. A separate House committee to inform the Senate that the House is organized was also appointed; the Speaker named Representatives Craig Frank, Becky Edwards and Trish Beck to notify the Senate.
Bills introduced and advanced: the reading clerk introduced three House bills on first reading: House Bill 1001 (Subdivision Approval Amendments), sponsored by Kurt Webb; House Bill 1002 (Conditions for Requesting and Disclosing Information under the Employment Selection Procedures Act), sponsored by Duane Harper; and House Bill 1003 (Appropriations Adjustments Related to Federal Funds), sponsored by Ron Bigelow. Under suspension of the rules, a motion passed to lift HB1001, HB1002 and HB1003 from the rules committee, consider them read for the second time and place them on the third-reading calendar for immediate consideration.
