House appoints conference committees, advances multiple Senate bills and opens final vote on HB 64

The House similarly refused to recede from its amendments to Senate Bill 163 (construction trade exemption); that motion passed and Representatives Grover, Harrod and Gallens were appointed as conferees.
On a separate matter, First Substitute Senate Bill 171 (municipal annexation amendments) was returned to the House for reconsideration; Representative Garn said the Senate had not made appropriate amendments and described a technical correction. The House read the bill for first, second and third time and passed final passage by recorded count: 51 yes, 17 no. The House will sign the bill and return it to the Senate for the President's signature.
The House also adopted motions to 'circle' or lift several Senate bills (including First Substitute SB 23 on pass-through entity taxation and substitute for substitute SB 248 on tax amendments) to the top of the Senate third-reading calendar for expedited consideration.
On the concurrence calendar Representative D. moved that the House concur with the Senate amendments to First Substitute House Bill 64 (deterring illegal immigration). Representative D. said the fiscal note language had been adjusted to reflect a two-year program agreed with CCJJ; the House adopted the concurrence motion and opened voting for final passage (the final roll-call result does not appear in the transcript provided).
