House reconsiders and approves $2.2 billion transportation bond and registration fee increase

The Utah House on March 11 voted to reconsider and then approve Senate Bill 239, a transportation package that includes a $2.2 billion bond authorization and a $20 increase in the annual vehicle registration fee.
Representative Garn, the bill’s sponsor, outlined the bond allocation: roughly $1.725 billion for I‑15 improvements in Utah County, about $500 million for a Western Salt Lake County corridor (including Mountain View Corridor), and $50 million for the Southern Parkway in Washington County. He said the $20 registration fee would generate approximately $53 million annually, with an estimated net increase of about $14 million per year directed to the Transportation Fund.
Members questioned revenue effects and whether the fee would supplant other funding. Representative Dougal asked if the $20 fee revenue would go entirely to transportation; Garn replied that the $53 million would flow into the Transportation Fund but that some general-fund support for transportation programs might be replaced. After discussion and a motion to reconsider the bill under suspension of the rules, the House approved the reconsideration and the bill on the floor; the Clerk recorded the passage as 65 yes and 6 no.
SB239 will be signed by the Speaker and returned to the Senate for the President’s signature.
