The Utah House on Feb. 25 passed second substitute House Bill 107, authorizing the legislative auditor general to study the economic impact of illegal immigration in Utah, by a vote of 56 yes to 13 no.
Representative Clark, sponsor of the bill, said the measure directs the auditor general to compile statewide data—on education, health care, law enforcement and other areas—because testimony gathered previously in task-force hearings was localized and not comprehensive. Clark referenced studies from other states and said Utah lacks statewide numbers.
The second substitute removed an earlier fiscal note; Clark said the auditor general will conduct the work within existing funds. Some members questioned whether further study was necessary given previous committee work; Representative Noel opposed immediate passage, citing perceived duplication of information. Supporters argued that accurate statewide data is needed to inform future policy choices.
The bill passed and will be sent to the Senate for further consideration.
