House approves campaign-finance amendment requiring short reason for report changes

The Utah House passed House Bill 312 on Feb. 25 by a vote of 55 yes to 15 no. Representative Sheryl Allen, the bill sponsor, said the measure aims to improve transparency in campaign-finance reporting by adding a short "reason" field that must be entered when a previously filed report is amended.
Allen cited high amendment rates in prior election cycles—she said 68% of campaign-finance reports in the 2006 period had been amended at some point—and argued the public is entitled to know why entries changed. She described the intended reason field as "a short statement" (for example: incorrect decimal, delayed deposit, or missed expense) rather than a long narrative.
Several members urged caution because of problems with the Lieutenant Governor’s electronic filing system. Representative Hemingway described how system behavior in 2006 led to inadvertent amendments when a session was interrupted, and Representative Sumption and others asked that the bill account for filing-system quirks so honest filers are not penalized. Allen said the change is an enhancement to transparency and would pair with improved timelier recording of deposits anticipated in other bills.
The House recorded final passage and transmitted HB312 to the Senate.
