House concurs with Senate on abortion amendments; first substitute HB90 passes 51–15

The Utah House on Feb. 20 voted to concur with Senate amendments to first substitute House Bill 90, a package of abortion law changes, and approved the measure on final passage 51–15.
Representative Paul Ray said the Senate struck wording referring to "natural or artificial life support systems" in the viability section and consulted physicians to ensure the revised language was workable. "That was in reference to speaking with the docs and having language that would actually work," Ray said on the floor.
With no further debate after the sponsor’s explanation, the House placed the motion and recorded final passage. The first substitute HB90 will be transferred to the Senate for the President’s signature.
The vote concluded a floor concurrence step; no amendments were adopted during the floor discussion.
