Utah House adopts prior rules, appoints notification committees and orders prayer and remarks printed

On Jan. 26, 2009 the Utah House adopted the previous session’s House, joint and interim rules pending new rules, appointed committees to notify the Senate and governor that the House was organized, and voted to print the opening prayer and the new speaker’s remarks in the House Journal.
The Utah House of Representatives completed routine organizational business on Jan. 26, 2009, adopting the same House, joint and interim rules that governed the 2008 session until the 58th Legislature can adopt new rules.
Representative Ferri moved that the House continue the practice of using those prior-session rules; the motion passed on a voice vote and was recorded as having passed by the constitutionally required two-thirds majority. The House also approved a motion by Representative Garn to print Elder Russell M. Nelson’s opening prayer and Speaker David L. Clark’s remarks in the House Journal.
House members authorized the speaker to appoint committees to notify the Senate and the governor that the House was organized and ready to do business. The speaker appointed Representatives Christopher Herrod, Merlin Newbold and Brian King to notify the Senate and designated a separate committee to wait upon the governor. The motions were handled by voice vote; the transcript records the motions as passing without a roll-call tally.
Members briefly introduced session interns and recognized session staff before the House recessed for a short, informal pause while the Rules Committee met.
