House passes compromise restructuring of career and technical education governance

The Utah House on Feb. 4 approved House Bill 15, a package of amendments that redefines "applied technology education" as "career and technical education," adjusts governance of technical campuses, and clarifies relationships among UCAT, community colleges and the Board of Regents. The final vote on the floor was 71-0.
Sponsor Representative Bigelow said the revisions resolve longstanding conflicts over role and mission among institutions, remove degree-granting authority from UCAT, and add safeguards for proposed campus mergers. He described extensive stakeholder work over several months and said the bill represents compromise across UCAT, the Commissioner's Office and the Board of Regents.
Representatives supporting the bill said it preserves local training capacity, clarifies articulation of credit, and provides UCAT with greater operational independence while protecting community-college missions. Representative Holdaway and others described the bill as the culmination of multi-party negotiations and urged passage.
The House ended debate under a motion to move to previous question, then voted to pass HB15 as amended; the bill will be transmitted to the Senate for consideration.
