House approves affiliation of College of Eastern Utah with Utah State University

The House approved First Substitute Senate Bill 69, authorizing an affiliation between the College of Eastern Utah (CEU) and Utah State University (USU).
Representative Painter, speaking for Carbon County interests, told the chamber the affiliation "is the culmination of a couple of years' worth of efforts" and said the arrangement will allow students to complete four-year degrees locally and benefit from USU research and grant opportunities. "This is a happy day for Carbon County," Painter said.
Supporters emphasized that CEU will retain its local identity and athletic teams while gaining access to expanded degree offerings, career and technical education continuity, and potential research and grant resources through USU. Lawmakers from southeastern Utah highlighted the economic and educational benefits for residents who can start as freshmen locally and complete advanced coursework without broad relocation.
First Substitute SB69 passed the House by recorded vote: 64 yes, 0 no. The measure will be returned to the Senate for the Senate President's signature and any required follow-up implementation steps.
