Utah House approves organizational motions, leadership appointments and procedural rules
Summary
Lawmakers approved a set of organizational motions by voice vote: continuing the 2009 organization, printing caucus leadership and committee rosters in the House Journal, appointing committees to notify the governor and Senate, and adopting prior session rules. Several appointments (speaker pro tem, Chair of the Third House, House Parliamentarian) were recorded for the journal.
On the opening day of the 2010 general session the Utah House approved a string of procedural motions and appointments by voice votes.
Representative Garn moved that the House continue with the same organization as the 2009 session (speakership and caucus leadership). The motion carried after a voice vote. Representative Litvak moved to have the majority and minority caucus leadership and standing and appropriations committee memberships printed in the 2010 House Journal; that motion also passed.
The House recorded an order to print the prayer offered by Elder M. Russell Ballard and remarks by Speaker David Clark in the House Journal after a motion by Representative Moss. Representative Ferry moved to adopt the same House, joint and interim rules as the 2009 general session until new rules are adopted; the Speaker ruled the motion passed by the required constitutional two-thirds majority.
Representative Deeg moved that the Speaker be authorized to appoint a committee to meet with a Senate delegation to notify the governor the legislature is organized; the motion passed and the Speaker named Representative Mel Brown, Representative Jack Draxler and Representative Sue Duckworth to that committee. Representative Gallens moved that a committee notify the Senate that the House is organized; the Speaker named Representative Don Ibsen, Representative Craig Powell and Representative Carol Moss.
Other appointments printed for the journal included Representative Julie Fisher as Chair of the Third House (motion by Representative Lockhart), Representative Greg Hughes as speaker pro tem (motion by Representative Garn) and Representative Mel Brown as House Parliamentarian (motion by Representative Selig). Representative Ferri successfully moved that legislators be allowed to sign as cosponsors on introduced House bills with permission of the chief sponsor and to continue the practice of reading only short titles of bills and resolutions on the House calendar unless the House directs otherwise.
At the close of the business covered, Representative Garn moved that the House "saunter" for a short recess; that motion passed by voice vote.
