Utah House passes slate of Senate bills; debates worker-classification enforcement and sign-company rules

The Utah House on Feb. 9, 2011, approved a wide range of Senate bills on third reading and returned them to the Senate for final action, while members debated enforcement of worker-classification rules and a measure aimed at identifying sign contractors in the field.

Representative Keiser, introducing first substitute Senate Bill 11, said the bill "allows current department heads to communicate more frequently with oversight from the Business Labor Committee" and described months of work with business groups and unions to shape coordinated enforcement on worker classification. Keiser told colleagues that misclassification can "cheat the government of payroll taxes, of FICA" and said the legislation is intended to find "bad players who have inappropriately classified themselves."
