House rejects elected-official carve-out and passes postretirement amendments

On March 11 the House considered Senate Bill 127, described by sponsor Representative Paul Ipsen as a cleanup to previous retirement reforms. Ipsen said the bill would allow retirees to be rehired part time under limits (no more than 50% of former hours and not earning more than 50% of prior salary) and would not create additional retirement accrual.
Representative Harper moved Amendment No. 3 to create a narrow retirement window for certain elected officials who would otherwise be forced to resign rather than retire at the end of a term. Supporters, including Representative Draxler, said the amendment addressed a small group of elected officials who would otherwise be "stranded," while opponents warned it risked opening the door to broader carve-outs and "double dipping." Representative Last urged colleagues to oppose the amendment, calling it an example of potential future carve-outs; Representative Harper argued the change was an equity measure for a handful of long-serving officials.
The motion to adopt Amendment No. 3 failed on a recorded vote (24 yes, 46 no). The House then proceeded to final passage of SB127. The clerk announced SB127 passed the House with 69 yes votes and 0 no votes and the bill will be returned to the Senate for signature.
