House passes a slate of bills on consent calendar and committee referrals; floor session moves several measures to Senate

The House moved through a broad consent calendar and second-reading business on March 2, 2011, approving multiple bills and resolutions that were reported from committee.
Among the measures the House approved and returned to the Senate were Senate Bill 188 (Tax Commission amendments clarifying that certain taxpayer negotiation meetings may be closed because they involve personal information), Senate Bill 271 (clarifying eminent domain must be for a public purpose), Senate Bill 230 (clarifying distribution of DNA-collection fees so sheriffs or booking agencies receive the first $25), and second-substitute Senate Bill 120 (Career Service Amendment) which creates a new schedule for certain Department of Workforce Services positions and extends deadlines for pending administrative-review cases. The House also approved House bills on business-name registration (HB 470), veterans licensing and preference (HB 384), and National Guard headquarters modifications (HB 391), among other consent items.
Several bills were 'circled' (deferred) by motion, including substitute Senate Bill 155 concerning political-subdivision procurement for construction projects and Senate Bill 124 (leaving a child unattended in a motor vehicle). The chamber also approved a concurrent resolution (SCR 13) recognizing the SugarHouse Rotary Club's anniversary.
Floor procedure included a motion from Representative Harper to treat bills reported from standing committees as read for the second time and referred to the Rules Committee for prioritization; the chamber approved that motion. Near the end of the session Representative Deane announced a brown/tan form for members to submit items for interim study and asked that forms be submitted by the close of business the following day. The House recessed for a brief technical break after approving the day's floor business.
