Utah House adopts prior rules, appoints committees to notify Senate and governor, and names officers

The Utah House of Representatives voted to adopt the same House, joint and interim rules used in the 2010 General Session "until such time as new rules may be adopted by the 2011 Session," a motion that passed unanimously. The House then authorized the Speaker to appoint a committee to notify the Senate that the House is organized and ready to do business. Speaker Rebecca D. Lockhart appointed Representatives Jim Dunnigan, Steve Handy and Patrice Arent to that committee.
By separate motion the House also authorized the Speaker to appoint a committee to meet with a like committee from the Senate to wait upon the governor and inform him the legislature was organized; Speaker Lockhart named Representative Merlyn Newbold, Representative Eric Hutchings and Representative Veil Hendrickson to notify the governor.
Caucus leadership slates were reported for printing in the House Journal. The Republican caucus reported Representative Brad D. (Majority Leader), Representative Greg Hughes (Majority Whip) and Representative Rhonda Rud Menlove (Assistant Majority Whip). The Democratic caucus reported Representative David Litvak (Minority Leader), Representative Jennifer Selig (Minority Whip), Representative Brian King (assistant minority whip) and Representative Christine Watkins (caucus manager).
The House approved appointments for internal positions, including the designation of Merlyn Newbold as Speaker Pro Tem and James Dunnigan as House Parliamentarian, and announced the membership of the House Rules and Joint Rules Committees.
All motions related to rules, committees and appointments passed by voice vote with no recorded opposition in the transcript.
Next steps included formally referring the bills introduced during the reading clerk's roll call to the Rules Committee for assignment.
