House clears consent calendar and adopts multiple committee bills; rules assignments made

On the consent calendar the House passed House Bill 71, a Victim Rights Amendment, without debate (vote recorded as 68 yes, 0 no), and later approved Senate Bill 15 (updates to surety requirements for small mining operations, including a public process for the Division of Oil, Gas and Mining’s reclamation cost figure) by voice and recorded vote (68‑0). Both bills will be transmitted to the Senate for further consideration.
Members heard multiple standing‑committee reports recommending favorable action on bills across policy areas. The Rules Committee assigned pending measures to the appropriate standing committees, including Business and Labor, Education, Health and Human Services, Judiciary, Law Enforcement and Criminal Justice, Natural Resources, Public Utilities, Transportation and Workforce Services. Committee chairs summarized their reports on the House floor, and the House adopted the reports by voice vote.
Representative Ray successfully moved to lift first substitute House Bill 230 (disability‑related minutes) from the third‑reading calendar and place it on the time‑certain calendar for Monday, Feb. 7 at 11:00 a.m. so constituents with mobility needs could observe the debate.
The House completed its scheduled business and adjourned until Feb. 7 at 10:00 a.m.
