House receives Senate concurrence on SB 3002, appoints committees and adjourns special session

SALT LAKE CITY — The Utah House of Representatives received a communication from the Senate on Oct. 17, 2011, that the Senate had concurred in House amendments to the Nineteenth substitute Senate Bill 3,002, "Congressional Boundaries Designation," and the House prepared the bill for formal signatures before adjournment.

Clerk read the message from the Senate: "October 17, 2011, Madam Speaker, the Senate concurred in the House amendments and passed nineteenth substitute Senate Bill 3,002, Congressional Boundaries Designation by Senator Okerlund, and it is transmitted for the signature of the speaker. Respectfully, Leslie O. MacLean, Secretary of the Senate." The Speaker said the bill "will be signed by the speaker and returned to the Senate for the signature of the president."

Before formal adjournment, members moved and approved housekeeping motions. A representative identified in the record as "Representative D." moved that the House authorize the Speaker to appoint a committee "to wait upon the Governor to inform His Excellency that the House of Representatives has finished this business and is prepared to adjourn." The motion was approved on a voice vote and the Speaker appointed Representative Froehler, Representative Dougal and Representative Polson to the committee.

Representative Litvak moved that the House authorize the Speaker to appoint a committee "to notify the Senate and inform the honorable body that the House of Representatives has completed its business and is prepared to adjourn." That motion passed unanimously; the Speaker appointed Representative Lane Harper, Ken Sumption and Representative Brian King to carry the notice to the Senate. Senator Bramble, speaking on behalf of Senators Morgan and Adams, told the House the Senate "has concluded its work and are ready to adjourn, sign and die," noting the Senate had been waiting on the House as tradition.

The Speaker directed Sandy Kenny to "read, revise and make minor corrections to the House Journal and be responsible for certifying the indexed and bound copy as the accurate record of the proceedings of the third special session of the 50 ninth legislature." After committees confirmed they had notified the governor and Senate, Representative Gee moved that "the third session of the 50 ninth legislature adjourn." The motion passed on voice vote and the Speaker declared the House adjourned.

No roll-call vote totals were recorded in the transcript; the record shows the motions passed by voice vote or were "unanimous."
