House approves Prison Relocation and Development Authority changes, 68–0

The Utah House on July 20, 2011, passed House Bill 2002, which modifies the composition and reporting process for the Prison Relocation and Development Authority and clarifies legislative review for any sale, exchange or lease of prison property. Representative Hughes, sponsor of the measure, said the final bill removes language that would have limited appointments to sitting lawmakers and instead authorizes the Senate president and House speaker to appoint individuals who need not be legislators, allowing them to select members with subject-matter expertise.
Representative Hughes also said the bill shifts the duty of presenting the authority’s findings away from the governor to the authority itself, and reiterated that any transaction involving prison land would still require return to the legislature for review and approval. The item was initially 'circled' on the House calendar to allow Senate amendments to be drafted and incorporated; Representative Hughes later moved to 'uncircle' the bill after compromises were prepared.
Voting opened after sponsor summation was waived; House Bill 2002 passed the House unanimously, 68–0, and the bill was transmitted to the Senate for its consideration and potential concurrence.
