House approves Senate's redistricting map (Senate Bill 3001, second substitute) on 69-5 vote

On Oct. 4, 2011, the Utah House of Representatives voted to substitute and approve the Senate's second-substitute redistricting map, Senate Bill 3001, by a recorded tally of 69 yes votes and 5 no votes, the clerk announced after voting closed.
Representative Sumption, the House sponsor on the floor, moved to replace the first-substitute version of Senate Bill 3001 with the second substitute, saying the changes were "a couple of minor changes" requested by the Senate and reflecting minor boundary adjustments in West Valley and northern Utah. The chamber accepted the substitution and moved to debate the bill briefly.
Representative Litback asked the sponsor to explain specific edits and whether they addressed technical issues such as lines running through houses. A staff member identified as Leif used the chamber's display to zoom in and point to two main modifications: a small boundary adjustment in the north part of West Jordan, a minor change near South Jordan, and a removal of a small "nook" shown in a Davis County/Northern Utah area. The red line on the display corresponded to the first substitute; underlying colors showed the second-substitute edits.
In summation, Representative Sumption said the maps reflected the process used on the House side and public input; "This is a much better map than the first one I saw from the Senate," he said. The House then voted on the second-substitute Senate Bill 3001; the clerk later reported the recorded result, 69 yes and 5 no, and stated the bill will be returned to the Senate for further consideration.
Sandy D. Tenney then certified that the electronic security code on the bill's DVD matched the printed material and that the bill and associated electronic content were available on the legislature's website.
After the vote, members scheduled a redistricting committee meeting expected to last about one hour, followed by caucusing and lunch, with plans to reconvene at 2:00 p.m. to work toward passing a congressional map by evening. The House recessed until 2:00 p.m.
