SALT LAKE CITY — On Oct. 3, 2011 the Utah Legislature recorded the transmission of several bills and a concurrent resolution to the Speaker for signature and put multiple measures on the Senates third-reading calendar before recessing for the evening.
Reading prepared communications that the Senate had passed House Bill 3,002 (State Board of Education boundaries and election designation), House Bill 3,003 (Workers Compensation and unincorporated entities amendments), and House Bill 3,004 (State Board of Regents amendments). The clerk also reported Senate Bill 3,002 (Congressional boundaries designation) and Senate Bill 3,004 (with an amendment by Senator Knudson) had been transmitted. HCR301, a concurrent resolution recognizing an anniversary related to The Church of Jesus Christ of Latter-day Saints, was also transmitted; the transcripts wording on the anniversary number is unclear.
The written communications included the signature line, "Respectfully, Leslie O. MacLean, Secretary of the Senate," indicating the messages were transmitted from the Senate for the Speakers signature and referral to enrolling staff. The presiding officer said the listed bills would be considered under suspension of the rules, read for first and second time, and placed on the Senate third-reading calendar.
Sandy D. Tenney certified the electronic materials accompanying Senate Bill 3,002, saying she had "personally verified that the block assignment file security code on the DVD portion of Senate Bill 3,002 matches the security code on the printed bill" and that the printed bill and associated electronic content were available on the legislatures website.
Later in the session Representative Guy moved to recess until 7 p.m., telling the presiding officer, "I just I understand that we're going to recess until 7PM." The presiding officer called a voice vote: "All in favor of the motion to recess, say aye. Any opposed, say nay." The motion was declared passed. "Motion passes. We're in recess," the presiding officer said.
There were no roll-call vote tallies recorded in the transcript for the recess motion; the motion was decided by voice vote. The items transmitted were referred to the Speaker for signature and to staff for enrollment, with calendar placement noted for third reading where indicated.
