House approves third substitute for Senate Bill 3,001 after map tweak; bill passes 60–9

The Utah House on the floor approved the third substitute of Senate Bill 3,001 Wednesday after members agreed to a narrow map adjustment, then voted 60–9 to pass the measure and send it back to the Senate.

Representative Sumption moved to reconsider the House’s prior action on the second substitute, saying "The Senate has some a couple of additional adjustments that they'd like to make and so they would like to get those in on their senate map." After the motion to reconsider carried, the House agreed to substitute the second substitute with a third substitute. Representative Simpson moved the substitution; discussion was waived and members voted to approve the replacement.

Chief Clerk Sandy D. Tenney announced on the floor, “I, Sandy, D. Tenney certify that I personally verify that the block assignment file security code on the DVD portion of third substitute Senate Bill 3,001 matches the security code on the printed bill,” and noted the printed bill and associated electronic content were available on the legislature’s website.

Floor members and staff focused on a single adjustment in the third substitute, described on the floor as a tweak affecting Senator Christiansen’s area near the Snow Basin region. Staff confirmed there was only one change in the third substitute and members waived further discussion. Voting closed with 60 yes votes and 9 no votes; the Speaker directed that the measure be transmitted to the Senate for further consideration.

After the vote, the House recessed to allow continued negotiations with the Senate over congressional maps and to take up other business later in the evening. The House planned to reconvene at 7:00 p.m.
