Rep. Watkins asked whether the option would be available to traditional public‑school boards; the sponsor said no, citing differences in taxing authority and that traditional districts had not requested the change. Watkins and others said they had spoken with superintendents who were not supportive and urged more outreach. Supporters, including Rep. Frank, said the bill provides needed flexibility for charter boards that draw students from multiple areas.
The sponsor said the bill is not a finished product and remained open to further discussion. The House passed HB311 by a recorded vote of 57 yes to 11 no; the bill will be transmitted to the Senate for further consideration.
