House Recedes From Amendments and Passes Senate Bill 122

The Utah House of Representatives voted on Feb. 27 to recede from its own amendments to Senate Bill 122 and recorded final passage of the measure. Representative Brown moved that the chamber recede from the House amendments; members subsequently voted to pass the bill.
Brown argued the earlier House amendment expanding the bill’s reach to counties of the second class should be delayed and that the unamended bill should apply only to counties of the first class. "Our body made one amendment expanding the reach of this particular bill from counties of the first class, also to counties of the second class," Brown said, and recommended the House recede from that amendment so a two‑year plan can address second‑class counties.
After the motion to recede carried, the House recorded final passage of Senate Bill 122 by a vote of 63 yes to 4 no. The reading clerk had earlier informed the chamber that the Senate had refused to concur with the House amendments and requested the House recede.
The vote concludes action on the measure in the House; the bill will be signed by the Speaker Pro Tem and returned for enrolling as part of the normal legislative process.
The House also received other routine communications from the Senate during the Feb. 27 session, including notice of several bills transmitted for the Speaker’s signature and measures referred to Rules, but Senate Bill 122 was the primary measure acted on during this portion of the floor session.
