Representative Pitcher urged colleagues to "think back to what happened at Lockerbie before you vote on this," saying the public wants measures that discourage attacks even if they are "inconvenient." The debate centered on whether the resolution would undermine necessary security measures or press federal partners to pursue less intrusive techniques.
After debate and question-and-answer exchanges, the House voted 44–20 in favor of HCR 3, and the resolution will be transmitted to the Senate for consideration.
