House approves $25.3 million education growth funding in SB 4,003

The Utah House of Representatives on June 20 passed Senate Bill 4,003, a supplemental budget measure that appropriates $25,300,000 to cover growth in public education and $120,000 from interest and dividends to support the State Office of Education’s school-children section.
Sponsor Representative Mel Brown said the funding addresses errors and shortfalls created by clerical problems at the State Office of Education that threatened districts’ ability to receive growth funding. "It appropriates 25,300,000 to education to fund that deficit in the growth, and it funds 120,000 more money from the interest and dividends account to fund the school children's section in the state office of education," Brown said.
Representative Joel Briscoe asked whether the appropriation items were carry-forwards from unspent fiscal-year 2011 balances and why some amounts had not been allocated by the state office. Brown answered that the balances are non-lapsing and remain available until the legislature appropriates them. "These are not...non lapsing balances. They don't lapse, they don't go away. The money just stays there until the legislature determines what they wanna use the money for," he said.
The House voted 65–0 to pass SB 4,003; the measure will be signed by the speaker and returned to the Senate for enrollment and transmission to the governor.
