House fixes clerical mismatch on outside-counsel bill; SB 4,002 passes unanimously

The Utah House of Representatives unanimously approved Senate Bill 4,002 on June 20, a technical correction to the measure governing the attorney general’s retention of outside counsel, expert witnesses and litigation support services.
Representative Derek Brown, the sponsor in the House, told members the bill’s substance is unchanged but that a clerical error produced slightly different text in the version passed by each chamber. "In essence, the Senate voted unanimously in favor of the bill. It came here, we voted unanimously in favor of the bill as well. However ... there was this clerical error in which both houses voted for slightly different versions of the bill," Brown said, urging members to approve the corrected version.
There was no additional debate. The speaker closed voting and announced SB 4,002 had received 64 yes votes and zero no votes; the bill will be signed by the speaker and returned to the Senate for enrollment and transmission to the governor.
The correction was presented as a harmonization of the two chambers’ texts rather than a policy change; Representative Brown said "nothing has changed in terms of the substance of what we voted on."
