House passes multiple Senate bills on third-reading calendar; votes and quick summaries
Summary
On March 12, 2013 the House approved numerous Senate measures on second/third reading including SB 4 (education supplemental), SB 7 (compensation substitute), SB 215 (POST certification age), SB 203 (prescription-label encouragement), SB 151 (charter-school authorization by higher education), and many others; several passed unanimously or with large majorities.
The Utah House handled a heavy third‑reading calendar on March 12, 2013, approving a slate of Senate bills by voice or recorded vote. Highlights and floor outcomes included:
- Senate Bill 4 (current school year supplemental public education budget amendments): Passed the House 71-0; sponsor Representative Mel Brown said the bill modifies education funding for districts and charter schools and explained the fiscal-sweep language in the fiscal note.
- Second substitute Senate Bill 7 (state agency and higher education compensation appropriations): Uncircled, replaced with a second substitute to correct fiscal technicals, and passed the House 71-0; the substitute funds employer health-insurance cost adjustments and an approximate retirement-rate increase and includes PEHP reserve adjustments and step/lane funding for the School for the Deaf and Blind.
- Senate Bill 215 (peace officer standards and training certification age requirement): Passed the House; sponsor clarified the bill pertains to training admission vs certification age.
- First substitute Senate Bill 203 (prescription label information): Sponsor Rep. Ray described it as an encouragement for prescribers to include treatment purpose on labels to assist emergency responders and caretakers; members supported and the bill advanced.
- Senate Bill 151 (authorization of charter schools by higher education institutions): Passed the House 64-3; sponsor said the amendment negotiated a process allowing UCAT campus boards to mirror state-board approval processes.
- First substitute Senate Bill 229 (appellate-bond requirement for municipalities): Passed (see separate article). First substitute SJR 14 (civil procedure rule 62) also passed the constitutional vote threshold (58-12).
Numerous other Senate bills were read for second reading and scheduled for action, and the reading clerk transmitted multiple bills for enrolling and signature as the House adjourned for the night.
